Well the challenge is up. I am not sure how to come up with a solution for this one. I will work on it and let you all know if I come up with anything! Why can't we all just be on the same side of the water!!

I actually think there might be an error in the puzzle, I think up to 3 need to be allowed in the boat for this to work.

If this is right then I did it in 21 steps:
Black: Birdman Purple Rock ZhanHuPwns Selah Jason CrabbiPatti
White: Carissa Liz Nurse Brighton Chad Will
Rules state that you can't have more blacks on the island than whites but doesn't state that you can't have more white than black. So if you put a black (I did Birdman) on the boat as the shuttle man and then alternate starting with White (Carissa) and then have Bird go back and forth and carry people from island 1 to island 2, it can be done in 21 moves.
1. Birdman and Carissa from 1-2 (Carissa gets off the boat) 2. Birdman from 2-1 3. Birdman and Purple Rock 1-2 (PurpleRock gets off the boat) 4. Birdman from 2-1 5. Birdman and Liz from 1-2 (Liz gets off the boat) 6. Birdman from 2-1 7. Birdman and ZhanHuPwns 1-2 (ZhanHuPwns off the boat) 8. Birdman from 2-1 9. Birdman and Nurse 1-2 (Nurse off the boat) 10. Birdman from 2-1 11. Birdman and Selah 1-2 (Selah off the boat) 12. Birdman from 2-1 13. Birdman and Brighton 1-2 (Brighton off the boat) 14. Birdman 2-1 15. Birdman and Jason 1-2 (Jason off the boat) 16. Birdman 2-1 17.Birdman and Chad 1-2 (Chad off the boat) 18. Birdman 2-1 19. Birdman and CrabbiPatti 1-2 (CrabbiPatti off the boat) 20. Birdman 2-1 21. Birdman and Will 1-2 (both get off the boat on island 2)
This assumes that we have only one boat and everyone starts out on the same island. I didn't understand for sure if this was how it was or not. I am not going to send this in because I don't want to penalize us if this isn't right. If you all agree that this is the solution then whoever sends it can just say something here. If there is only one boat and we start off on opposite islands then this solution can be tweaked and still work with a shuttle I think. I am just not sure how we are supposed to understand the starting position of the two tribes.

I think I figured it out... 1. Brighton and Crabby cross to the other island; Brighton stays, Crabby comes back. 2. Chad and Dr. Will get in the boat and cross to the other island; Dr. Will stays, Chad comes back. 3. Crabby and Jason get in the boat and cross to the other island; Crabby stays, Jason AND Dr. Will come back. 4. Jason and Selah get in the boat and cross to the other island; Jason and Selah stay and Brighton comes back. 5. Dr. Will and Brighton get in the boat and cross to the other island; Dr. Will and Brighton stay and Jason comes back. 6. Jason and Chad get in the boat and cross to the other island. All members are on the other island now. The thing to solving it is that when you are in the boats you aren't on the island so there can be that slight gap of unevenness when the boat people shift. SO for part 1. A black and a white cross leaving 2 blacks and 2 whites on the one island. one white stays on the island while the black goes back...the white on the island alone is not outnumbered by a black because it is the only one. In Part 2 when the black gets back, he gets out of the boat and two whites get in and go to other island so at that point there are 3 blacks on one island and three whites on the other...I think if you see where I am going with this you will see that it works. I am sending this in. I hope its right, if not you guys can yell at me.
